HARRIS POND LAKE ASSOCIATION

BOARD OF DIRECTORS MEETING

OCTOBER 14, 2023

President, Joe Helmin, called the Board of Directors meeting to order at 1:30 pm in the Firehouse Community Room.  He welcomed all those present.


Board of Directors:

Vice-President - Dave Kappel

Treasurer/Secretary - Sue Tutaj

At-Large Board Member - Bill Jansen (Absent)

At-Large Board Member - Phyllis Ingram (Absent)

Town of Harris Representative - Vacant

Sportsmen’s Club Representative - Mike Mittelstedt (Absent)


Quorum is not set.


Joe explained since we do not have enough Board Members present to fill our Quorum, we are unable to make motions and vote on anything.  We proceeded with the meeting.


REVIEW AND APPROVE THE PRINTED AND POSTED MINUTES FROM THE JUNE 10, 2023, BOARD OF DIRECTORS MEETING.

We could not motion or approve the printed and posted minutes without a Quorum.


TREASURER’S REPORT:  REVIEW THE LATEST FINANCIAL AND MEMBERSHIP ACTIVITY FROM JULY, 2023, TO PRESENT.

Sue Tutaj, Treasurer/Secretary, stated we are 18 members strong.

The following is the financial report for the months of July, 2023; August, 2023; and September, 2023:

The month of July, 2023:  Beginning balance as of July 1, 2023, of $22,038.51; Income of $1,256.00; Expenses of $5,365.92; leaving an ending balance as of July 31, 2023, of $17,928.59.

The month of August, 2023:  Beginning balance as of August 1, 2023, of $17,928.59; No Income; Expenses of $593.16; leaving an ending balance as of August 31, 2023, of $17,335.43.

The month of September, 2023:  Beginning balance as of September 1, 2023, of $17,335.43; No Income; Expenses of $521.10; leaving an ending balance as of September 30, 2023, of $16,814.33.

We could not motion or approve the financial report without a Quorum.


PRESIDENT’S REPORT:

HPLA PICNIC TABLES AT LANGE PARK PAVILION

There are two (2) picnic tables at Lange Park Pavilion which Harris Pond Lake Association purchased.  Joe showed us a metal type sign to be attached to the picnic tables.  We would like to purchase four (4) signs total; two (2) signs per table.  The signs would state “Tables Donated by Harris Pond Lake Association” and  include our logo on them.


STATUS OF PHYSICAL UPGRADES TO THE LANGE PARK PAVILION

The Lange Park Pavilion looks great!  The Sportsmen’s Club have been working on it and have enclosed a corner of it and put on a new steel roof.  Joe stated the Harris Pond Lake Association gave $2,500.00 towards this project.


HIGHLIGHTS FROM THE MARQUETTE COUNTY LAKES ASSOCIATION MEETING ON SEPTEMBER 14, 2023

Joe stated he and Sue went to the Marquette County Lakes Association meeting held on Thursday, September 14, 2023.  A few highlights from the meeting include:  There are all new officers of the Marquette County Lakes Association; Seventeen (17) Lakes make up the association; the dues are $50.00 per year; there is a facebook page which members can access; and the main speaker gave a presentation on shoreline preservation.


DISCUSS PURPLE LOOSESTRIFE PROJECT FOR 2024

Joe stated we had fourteen (14) plants with beetles in which he and Shane Streich released on the east side of the lake.  They saw quite an improvement as many purple loosestrife plants were gone.  Shane generously lent us his boat during the initial plant assessment, and for the day we released the beetles.  A recommendation made by the Wisconsin DNR stated we may want to take a break from releasing beetles next year, and to consult Chris Hamerla of Golden Sands, as to the success of our invasive plant control.  


DISCUSS MARQUETTE COUNTY HIGHWAY DEPARTMENT BOAT LANDING REPAIRS FOR 2023

Joe stated we received two (2) invoices, which have been paid,  for the repair - for the cement and asphalt repairs.  The boat landing repairs look good.


DISCUSS UPCOMING HARRIS POND LAKE ASSOCIATION BOARD OF DIRECTORS VACANCY - SOLUTIONS

Joe stated we have two (2) board vacancies: At-Large Board Member and a Town of Harris Representative.  The Town of Harris Representative would need to attend the Town Board meetings and represent us and also attend our meetings.


HARRIS POND LAKE ASSOCIATION RAFFLE TICKETS FOR 2024

Sue stated she has the raffle tickets for 2024.  They are beige in color and sell for $20.00 with a total of 300 to be sold.


BRIEFLY DISCUSS ANNUAL MEETING AND RAFFLE DRAWING ON JULY 6, 2024 (NO PICNIC)

Joe stated we will hold our annual meeting on Saturday, July 6, 2024, at Lange Park Pavilion, with the meeting to start at 12:30 pm and the raffle drawing to follow at 1:30 pm. We will not hold a picnic.


DISCUSS HARRIS TOWN BOARD REQUEST TO ASSIST IN STAINING-SEALING TWO (2) WOODEN DOCKS IN HARRIS POND

The Town Board had requested Harris Pond Lake Association members to assist with staining and sealing two (2) wooden docks.  Since we had no quorum, a decision was not made on this request.


FACEBOOK ACTIVITY/FOLLOWERS

It was stated we have 411 facebook followers.


ADDITIONAL TOPICS NOT PREVIOUSLY ADDRESSED

Joe stated he will write up our Annual membership letter and email to our Board of Directors for approval.


It was stated the Harris Town Board meeting is Monday, October 16, 2023.


Several members were interested in what could be done about the muck in the lake.  No decision at this time.

Our next Board of Directors meeting will be held on Saturday, March 9, 2024, at 1:30 pm in the Firehouse Community Room.
