BOARD OF DIRECTORS MEETING

MARCH 9, 2024

Joe Helmin, President, called the Board of Directors meeting to order at 1:32 pm in the Firehouse Community Room.  He welcomed all those present.


Board of Directors:

President - Joe Helmin

Vice-President - Dave Kappel

Treasurer/Secretary - Sue Tutaj

At-Large Board Member - Bill Jansen (Absent)

At- Large Board Member - Vacant

Town of Harris Representative - Vacant

Sportsmen’s Club Representative - Mike Mittelstedt (Absent)


Quorum is not set.


Joe explained since we do not have enough Board Members present to fill our Quorum, we are unable to make motions and/or vote on anything.  We proceeded with the meeting.


REVIEW AND APPROVE THE PRINTED AND POSTED MINUTES FROM THE JUNE 10, 2023, AND OCTOBER 14, 2023, BOARD OF DIRECTORS MEETINGS.

We could not motion or approve the printed and posted minutes from these two (2) meetings without a quorum.


TREASURER’S REPORT:  REVIEW THE LATEST FINANCIAL AND MEMBERSHIP ACTIVITY FROM OCTOBER 2023 TO FEBRUARY 2024.

Sue Tutaj, Treasurer/Secretary, stated we are 9 members strong.

The following is the financial report for the months of October 2023; November 2023; December 2023; January 2024; and February 2024:

The month of October 2023:  Beginning balance as of October 1, 2023, of $16.814.33; Income of $25.00; Expenses of $95.00; leaving an ending balance as of October 31, 2023, of $16,744.33.

The month of November 2023:  Beginning balance as of November 1, 2023, of $16,744.33;

No Income; No expenses; leaving an ending balance as of November 30, 2023, of $16,744.33.

The month of December 2023:  Beginning balance as of December 1, 2023 of $16,744.33; Income of $250.00; Expenses of $21.00; leaving an ending balance as of December 31,2023, of $16,973.33.

The month of January 2024:  Beginning balance as of January 1, 2024, of $16,973.33; Income of $50.00; Expenses of $25.00; leaving an ending balance as of January 31, 2024, of $16,998.33.

The month of February 2024:  Beginning balance as of February 1, 2024, of $16,998.33; No Income; No Expenses; leaving an ending balance as of February 29, 2024,of $16,998.33.

We could not motion or approve the financial report without a Quorum.


PRESIDENT’S REPORT:

NO QUORUM ESTABLISHED AT OCTOBER 2023 MEETING

As stated earlier, we could not motion or approve anything at our Board of Directors meeting in October, 2023, because of not meeting a quorum.  This also happened at the meeting held today.  


DISCUSS HPLA BOARD OF DIRECTOR VACANCY & SOLUTIONS

It was stated we have an opening for an At-Large Member (2023-2025) and a Town of Harris Representative.  These positions could be filled at our Annual meeting held in July, 2024, along with the positions of President (2024-2026) and At-Large Member (2024-2026).


DISCUSS HPLA MEMBERSHIP RENEWALS

Sue Tutaj, Treasurer/Secretary, stated we are nine (9) members strong. 


HPLA PICNIC TABLES AT THE LANGE PARK PAVILION- MOUNTING DONATION SIGNAGE

Joe stated he received the signage for the tables and will coordinate when the weather permits to get the signs attached to the tables.


DISCUSS PURPLE LOOSESTRIFE PROJECT FOR 2024

Joe stated he and Sue raised the beetles the last few years.  Chris Hamerla was our contact person, but he has since stepped down.  We were told last year that we probably would not have to raise more beetles as they effectively reduced the amount of Purple Loosestrife on the eastern shoreline from our past efforts.


DISCUSS 4TH OF JULY (THURSDAY) PARTICIPATION (FLOAT & CANDY)

Joe stated we have been a part of the 4th of July parade in Harrisville.  Joe will find out from Jay Ingram whether we are able to decorate his boat for the parade again this year.  Joe also stated he will purchase the candy for the parade.


2024 HPLA ANNUAL MEETING UPDATES FOR SATURDAY, JULY 6, 2024

Our Annual Meeting is set for Saturday, July 6, 2024, at the Lange Park Pavilion.  Our Annual Meeting will start at 12:30 pm, with the raffle ticket drawing to follow at 1:30 pm.  We only sell 300 tickets total with the first (1st) place prize set at $1,000.00.

The positions set for re-election are:  President (2024-2026) and At-Large Member (2024-2026).

Also to be decided will be the At-Large Member (2023-2025) and a Town of Harris Representative.  


LAKE PLANNING STEERING COMMITTEE

ASSESS THE BOAT LANDING PAD REPAIRS MADE BY THE MARQUETTE COUNTY HIGHWAY DEPARTMENT FROM LAST FALL.

It was the general consensus the landing pad repair looks good.  We have paid in full for this repair.


FUND-RAISING COMMITTEE:

2024 RAFFLE TICKETS:  TICKETS WILL BE DISTRIBUTED TO THE FOLLOWING ESTABLISHMENTS:  THE CHATEAU; SCHOOLHOUSE TAVERN; AND SPORTSMEN’S TAVERN.

Joe stated some of our HPLA raffle tickets will be sold at The Chateau (near Oxford); Schoolhouse Tavern (Newton); and Sportsmen’s Tavern (Harrisville).  The tickets sell for $20.00 each and only 300 tickets total to be sold.  The first prize is $1,000.00.  The drawing will be held following our Annual Meeting on Saturday, July 6, 2024, at 1:30 pm. You do not need to be present to win.


FACEBOOK ACTIVITY/FOLLOWERS

It was stated there are 423 followers on our facebook page.

ADDITIONAL TOPICS NOT PREVIOUSLY ADDRESSED:

A member present stated about researching about what can be done about the muck levels in the lake and what an individual homeowner can do.  


Sue read a very nice thank you note from the James & Jane Kronschnabel’s family for expressing our sympathy to them.

Sue stated she also sent a sympathy card to Bucky Walter’s family on behalf of the HPLA.


Dave Kappel, Vice-President, stated he had attended a Town Board meeting and wanted to know if the HPLA would be able to stain and seal the wooden docks.

Joe responded, we could not vote on this as we have No quorum.

Joe stated our next Board of Directors meeting will be held on Saturday, April 13, 2024, at the Firehouse Community Room at 1:30 pm
